The PCA mandate is operationalized through programs and projects conducted nationwide. These programs and projects are grouped into five strategic thrusts:
- FARM PRODUCTIVITY AND SUPPLY RELIABILITY
The authority's projects are primarily aimed at developing and promoting farming systems and technologies to ensure stable supply of coconut products and increase farm income:
- Bio-Technology/ Varietal Improvement and Crop Protection
- Integrated Crop Management R & D
- Planting and Replanting
- Rehabilitation and Fertilization
- Integrated Farming System
- Post Harvest and Farm Mechanization
- RA 8048 – Coconut Preservation Act
- PRODUCT DIVERSIFICATION AND QUALITY STANDARDS
These projects are geared at generating technologies for food and non-food applications to maximize utilization of coconut products and improve entrepreneurial opportunities:

These projects are aimed at opening new destinations and introducing new products into emerging markets to improve competition and revenue potential of the industry:

- Trade Management Regulation
- INSTITUTION DEVELOPMENT
The projects are aimed at strengtheninh the capacities of farmers and coconut constituencies to enhance participation and unity among industry stakeholders:
- Coconut Farmers Data Bank
- Coconut Farmers Institution Building
- National Information Network
- Industry and Corporate Promotions
- SPECIAL PROJECTS
Special Projects include the Mindanao Coco Zone Development and Palm Oil Industry Development, the projects are focused on integrated development of coco-based cluster communities and promotion of projects for Palm Oil Industry Development in Muslim Mindanao, particularly in conflict affected and influenced areas.
The Coconut Farmers Safety Net Program is directed towards addressing the immediate socio-economic needs of the small coconut farmers and farm workers and members of their households:
- Coco Zone Development
- Palm Oil Industry Development
- Coco Farmers Safety Net Program
- Upgraded Insurance (Ibayong Paseguruhan)
- Micro Finance and Credit (Tulong-Puhunan sa Niyugan)
